This presentation will focus on the Low Tar Program embraced by the public health establishment in the late 1960’s and extending through until the 1990’s (and still embraced by the European Union Regulators). In the long term it turned out to be a mistake, not because the initial logic was faulty but because the industry cheated and public health lacked surveillance systems and laboratories, although a few straws in the wind were missed by us.

Finally – where next? Do we leave the industry unregulated? Or do we regulate? And how?
