Citizens’ juries are distinctive consultative processes centred on a decision-making task and informed by theories of deliberative democracy, capacity building and adult learning. Making consultation more inclusive is a challenge, and it is well known that zealous or concerned citizens and stakeholders tend to come forward. A feature of the Citizens’ Jury is random selection of participants. This approach to recruitment, alongside a well articulated method of introducing complex information, make it attractive as a way of involving disparate but committed participants. This presentation highlights elements that make Citizens’ Jures inclusive and worthwhile.
Annie Bolitho has an extensive background in the area of public participation, including the design and facilitation of citizens’ juries, capacity building for natural resource management, and community cultural development. She works at the University of Melbourne as Executive Officer of the Melbourne Sustainable Society Institute.
